Climate change impacts

In 2017, more than 1,300 houses were damaged in a torrential rain disaster in northern Kyūshū . According to the Representative Concentration Pathway (RCP) scenario, the occurrence of torrential rainfall events (rainfall of 50 mm or more per hour) will increase, and if greenhouse gas emissions continue at their present rate, the national average of heavy rain events is predicted to more than double by the end of the 21st century.

Adaptation activity

Based on lessons learned from the Great Hanshin-Awaji Earthquake, the Hyōgo Prefectural government established the Phoenix Mutual Aid System in September 2005, unique to Hyōgo prefecture, to support post-disaster reconstruction and recovery. Phoenix Mutual Aid is a system of mutual assistance for prefectural residents managed by the prefectural government.

The distribution of benefits has been determined through simulations derived from historical damage experienced in the past 100 years. In response to the flood damage in Sayō Town caused by Typhoon No. 9 in 2009, which incurred the largest payment of benefits to date, a household goods replacement scheme was set up. In addition, the Phoenix System provided relief for damage from several heavy rainfall and snow incidents in 2017. In response to natural disasters that are expected to intensify due to climate change, the role of mutual aid systems, which will evolve according to changing circumstances, will become increasingly important.
