2019 session of the Tsukuba Conference on Climate Change Adaptation-Toward Regional Revitalization

On October 3, 2019, at the Tsukuba Conference's 2019 session "Adapting to Climate Change-Towards Regional Revitalization," National Institute for Environmental Studies (hereinafter referred to as the National Research Institute) was in charge of the organizer. Fifty-two participants from both Japan and overseas participated in a lively session.
This session focused on efforts to revitalize adaptation to the impacts of climate change in the region, and discussed the modalities of collaboration among the parties concerned, and how knowledge gained in a region will be deployed and used in other regions.

First, Amy Luers, Executive Director, Future Earth, pointed out the importance of connections and platforms among non-regional global stakeholders in regional climate-change adaptation and resilience building, and that modern digital technologies can be drivers of connection building.

Subsequently, five speakers gave a lecture.
Ministry of the Environment's Climate Change Adaptation Office Tokyo Sudo introduced policy trends related to climate change adaptation in Japan, including the Climate Change Adaptation Law, Climate Change Adaptation Program, and Regional Adaptation Consortium Project, which were enacted in 2018.

From the National Research Institute, Mr. Kazutaka Oka announced the regional support activities of the Center for Climate Change Adaptation and the climate change adaptation platform (A-PLAT・AP-PLAT), Mr. Hideo Shioji announced the relationship between climate change and abnormal weather, and Mr. Tatsuya Togawa announced the complex impacts of climate change on local communities.

Subsequently, Brian Johnson of the Institute for Global Environmental Strategies (IGES) introduced a study of regional climate-change adaptation through participatory approaches in the Philippines.

Questions and answers were asked about how to identify regional vulnerability indicators, the relationship between climate change adaptation laws and the private sector, and the importance of follow-up to regional projects.

Through this session, it was suggested that global inter-stakeholder connections and up-to-date scientific knowledge, as well as local stakeholders, are important to adapt to the impacts of climate change across regions. National Institute for Environmental Studies will continue to support adaptation to climate change in various regions by collecting, organizing, and analyzing domestic and overseas data, supporting the activities of local governments and Local climate change adaptation centers, and promoting studies on climate change adaptation.
