The 2019 Climate Change Adaptation Training was held.

On August 29-30, 2019, training was held for employees of local governments in order to deepen their understanding of how to collect and organize information on regional climate change impacts and formulate regional climate change adaptation plans. Approximately 80 participants from 65 local governments nationwide participated in training sessions under vigorous discussion.

On the first day, Climate Change Adaptation Office of Ministry of the Environment gave lectures on the "Regional Climate Change Adaptation Programme Objectives and Concepts" and National Institute for Environmental Studies gave lectures on the "Basic Climate Change Knowledge (General)" in order to share basic concepts and knowledge. Participants asked questions about the intervals between national climate change impact assessments and trends in greenhouse gas emissions.

After introducing concrete examples of the formulation of regional climate change adaptation plans from three local governments in Shizuoka, Nagasaki, and Sakai, we started group work to experience the formulation of regional climate change adaptation plans, divided into 14 groups consisting of neighboring local governments and related organizations. The first day's group work was carried out according to the following four steps.

  • STEP1:Preparations for Formulation/Change of Regional Climate-Change Adaptation Plans
  • STEP2:Organizing the Impacts of Climate Change So far
  • STEP3:Organizing Future Climate Change Impacts
  • STEP4:Implementation of impact assessment

On the second day, National Institute for Environmental Studies introduced "Support for Local Governments by National Institute for Environmental Studies," and participants asked questions about the content of support after the establishment of regional adaptation centers and the formulation of regional climate change adaptation plans, and how to deal with regional themes.

Subsequently, a continuation of the first day's group work was proceeded along the following three steps:

  • STEP5:Streamlining the Response Capabilities of Existing Measures to Climate-Change Impacts
  • STEP6:Review of adaptation measures
  • STEP7:Compilation of Adaptation Strategies and Development of Regional Climate Change Adaptation Plans

At the end of the meeting, 14 groups presented results and asked questions and answers. Active discussions took place on prioritization of measures, cooperation with relevant parties, and the impacts of climate change that became apparent in each region.

The theme of this training was the formulation of regional climate change adaptation plans as part of technical assistance to the region based on the Climate Change Adaptation Law. We will continue to plan training based on requests from local governments.
