ISO Announces Adaptation Planning Guidance for Local Governments and Communities

The Adaptive Planning Guidance Standard for Local Governments and Communities (TS14092), co-chaired by National Institute for Environmental Studies, was officially announced on May 22, 2020. This guidance is designed to be used by various local governments and communities around the world, based on the ISO philosophy, so that local communities can promote adaptation initiatives that take into account their respective conditions.

This guidance, which is part of the Technical Specification, identifies (1) leaders and targets for practical adaptation, (3) considers flexible measures to achieve it, (4) considers relevant adaptation measures while considering local conditions, (5) mainstreaming adaptation, (6) considering balance with other local plans and activities, (7) ensuring transparency, (8) prioritizing measures, and (9) continually refining measures while practicing, in order to develop local adaptation plans, so that the plan can be developed while developing a mechanism to support future efforts to address the risks of climate change impacts.

Writers from Japan, the United Kingdom, the Netherlands, Germany, Pakistan, and Spain were in charge of the drafting, and 42 experts from 15 countries around the world and the EC participated in the review after four expert meetings. Yasuaki Hideoka, deputy president of National Institute for Environmental Studies Center for Climate Change Adaptation, and Li Yue Professor of the Agricultural Sustainable Environmental Development Bureau of the Agricultural Sciences of the PRC, jointly participated as lead managers and compiled a draft process from Japan and the PRC. The draft was voted for approval by 51 participating countries in October 2019 and passed in December 2019 with a majority in favor. It is now available on the ISO website for a fee.

The knowledge gained during the three-year policy period starting in 2017 will be used to support regional adaptation planning through the Center for Climate Change Adaptation.
