Adaptation Planning Guidance Standards for ISO Local Governments and Communities, final draft is completed!

The International Organization for Standardization (ISO) promotes initiatives related to climate change. National Institute for Environmental Studies has participated in the Working Group of the Guidance Standard for the Development of Adaptive Planning for Local Governments and Communities (ISO14092), and has been working on the preparation of this guidance since 2017. Since ISO is designed to provide standards for maintaining the same standards worldwide, experts from different countries have elaborated to provide guidance that can be reasonably planned for adaptation by local governments in any country. At the fourth expert meeting in Berlin, Germany, experts from Japan, Thailand, Malaysia, and the Republic of Korea, as well as experts from Europe, the United Kingdom and Spain, as well as Middle Eastern and African countries such as Lebanon and Uganda, held discussions based on the mechanisms of local governments in each country, and finally created a guidance that could be used as a reference in any country in the world.

The Guidelines include the Framework for Promotion of Adaptation in Local Governments, Impact Assessment Including Climate Change Opportunities, Formulation of Regional Adaptation Plans, Implementation of Adaptation Plans, Monitoring and Assessment, and Reporting and Communication. In addition, in response to comments from the European Union (EU), guidance on indicators used by local governments in monitoring and evaluating plans was also included as an annex. After the draft was completed, experts developed a conceptual diagram showing that the principles of this guidance are that regional adaptation planning is a process of continually repeating learning and improvement. Following the Berlin Conference, Mr. Yasuaki Hijioka, Director-General of the Center for Climate Change Adaptation, introduced the outline of the standard and reported on the completion of the draft at the general meeting of the senior committee.

The draft is expected to be published as early as November 2019 after review and voting by the senior committee.
