In 2016, the ‘Koriyama City Timeline’ (Disaster Mitigation Action Plan) was created to mitigate disasters caused by typhoons and severe weather fronts. This action plan incorporates approximately 30 disaster-mitigation procedures, and was relatively rudimentary, in that the division of roles of between different organizations was not clearly delineated.
The Koriyama City Timeline (Revised Version) Review Board met three times in 2017 to create a more comprehensive plan (Fig. 1). In the revised schedule, the disaster-mitigation procedures were divided into 332 items, and the roles and responsibilities of relevant local authority departments and external organizations were clarified; disaster response measures such as prompt and safe evacuation guidance and prompt creation of evacuation centers were stipulated (Fig. 2). Previously, only local government and the Fukushima Office of Rivers and National Highways tasked with disaster management, but in the revised version, police and fire departments were also included, and the number of organizations connected to the plan greatly expanded. In addition, because the workshop format brought together local government and stakeholders from other organizations, it was possible to have face-to-face communication between people directly involved in disaster management and ancillary staff in fields such as education and welfare.
