"Definition and Measurement of Effective Adaptation"

These sessions are chaired by the International Adaptation Centre (GCECA) in which National Institute for Environmental Studies participates.
Mr. Yasuaki Hijioka, Director of the Regional Environmental Impact Assessment Study Office of the Research Center for Social and Environmental Systems, is responsible for the Study Group "Defining Effective Adaptation and Measuring Methods," which is part of GCECA's activities.
In this session, the leaders of the world's adaptation fields presented their respective topics. From Japan, we took up a follow-up report on the Adaptation Plan to Climate Change Impacts and introduced progress management using indicators. It was so enormous that the audiences who sat on the floor and on the stands were seen, and the interest in the content was evident.

Collaboration and co-creation

Session 311
"Cooperation and co-creation"

Cooperation and co-creation with various stakeholders are important in adaptation. The concept of A-PLAT managed by the National Research Institute is that information on adaptation can be obtained through "one-stop". However, in order to aggregate information, cooperation with stakeholders, such as relevant ministries and agencies, local governments, research institutes, and private businesses and individuals, is essential.
In the session, a Fukumura advanced skills specialist at the Climate Change Strategy Collaboration Office presented such a collaborative structure. The presenters gathered from other countries introduced the implementation of adaptation measures centered on people living in local communities, and discovered that there are different forms of efforts than in Japan. We intend to incorporate these experiences into A-PLAT's activities in the future.

What is the optimal method of adaptation?Introduction of international standards for adaptation?

"What is the Optimal Adaptation Method? Introduction to International Standards for Adaptation"

ISO has developed an international standard for adaptation. It consists of three parts: an adaptation framework, a vulnerability assessment, and an adaptation plan, all at the draft stage. The National Research Institute is the secretariat of the Working Group, which prepares the Adaptation Plan (Joint secretariat: China).
Our group aims to standardize guidance on adaptation planning for local governments and communities.
In the session, the contents of the remaining two standards were also introduced, and the significance of making adaptation activities an international standard was described.
Yasuaki Hijioka, director of Office, Regional Environmental Impact Assessment Study, introduced local government initiatives utilizing Japanese adaptation planning guidelines, and reported that they were preparing standards utilizing this experience.

Possibility of effective adaptation measures using natural ecosystems

Session 16
"Potential for effective adaptation measures utilizing natural ecosystems"

These sessions are part of the activities of the National Institute for International Adaptation (GCECA), a theme-group "Developing adaptation measures utilizing natural ecosystems."
First, examples in the Himalayas, Belize, and Africa were introduced, and elements of success and failure that can be assumed similarly in other regions were explained. It was followed by a panel discussion. In response to questions about the roles of the Adaptation Center in these topics, Christian Wallet, manager of GCECA, answered, "The Adaptation Center aims to be a hub that gathers experts from around the world, builds expertise, and deploys them around the world."
